First off, they were both on other systems first well before Nintendo bought the rights to Monolith and Tecmo's titles. Fatal Frame and Xenosaga had a fanbase on playstation and when they bought the rights to them it was game over for both games.
Fatal Frame 2 was remade but not released in all english speaking territories and was on the Wii at that. By the time Fatal Frame 2 and IV came out for the Wii it was at the end of its lifespan.
They don't even try to cater to the fans when it comes to other titles besides Mario and Legend of Zelda. Xenoblade took a petition and huge fan outcry to get it released to the west but the catch was it was only sold at gamestops and for 60 bucks.
Nintendo wants to get a bigger audience but they don't even try, I would have no problem if they held on to them for their consoles if they actually let them see success but they don't.
Xeno and Fatal Frame were already cult classics to begin with and them not releasing it WW means the series will fade. Which is already happening.
