Named 'The New Queen of Pop' in 2010 and 'Pop Queen' in 2013 by the biggest music magazine in the world(Billboard) and the biggest american TV-Show(GMA), yes she's the most talented singer(not artist because art is not only music)at the moment. She can write hits, she can predict hits(katy convinced guetta to keep sia to his song) and she can sing and dance even though she's not one of the greatest performers(not singers, performers) out there.
(Whoever flop tells me that Katy doesn't write her hits, he can search it. He's maybe one of the few artists out there who has writing credits IN ALL HER SONGS)

And you know that because? P! Nk does write her own songs she just has producers perfecting it most of the time, and she can play!
