There was crackdown in NY a couple of years ago. Program directors got fired and labels had to shell out a grip of money in fines.
I vaguely remember a huge scandal in which J Lo's label got in a lot of trouble for using payola to promote one of her first singles. Pretty sure they had to pay millions of dollars in dues for that.
Doubt anyone has been held accountable for it.
