Yes, it's illegal in the US.

Yes it is. But the FCC in the U.S. doesn't seem to care too much and it happens anyways.

It's illegal but there are ways around it. Nobody says "We'll give you X amount of dollars if you play Y." It's done in more of a "wink wink" back door kind of way.

Yes, it is. Record labels can get sued for that. That's why Capitol decided to send "gifts" to radio stations, it's less of a bribe.
