It has definitely gotten worse. Because of the uprising of the Internet and social media, bullies now have 24/7 access to their victims. In the past, before the rise of technology, kids could go home in peace and find some solace in their home. Now, people can be attacked whenever the bully chooses to. The Internet gives them direct access. Have bullies gotten meaner? Not necessarily. They're just now more equipped to be more cruel, more easily. So, in a sense, yes it has most definitely gotten worse.
And to those saying bullying builds character, it did for me, so I see why some people make the argument. But, my thing is, I wouldn't wish away my experiences of being bullied from my life. However, I wouldn't wish them upon anyone else. Life is hard enough as it is and simply saying "it'll build character" when many people lose the fight to bullying and ultimately take their lives because of it, is unacceptable. That risk makes that contention moot, and simply an excuse for people to not be bothered with the issue.

When it's a stranger, it's typically not considered bullying. Cyber-bullying would be when someone from school attacks you from the Internet, NOT some troll on ATRL calling you an idiot.
