This is the worst drought California has had since 1894. It always makes the front page on every paper+they even use emergency highway lights to tell us not to waste water.
Pretty sure it's their fault since it was originally going to be reused for irrigation. They should've made sure it could've been reused for after the video.

Because Gaga wanted to do a scene with synchronized swimmers in the pool, they had to chlorinate the water, which made it useless for irrigational(or any type of) use.
