Social groups is a default feature on vBulletin, whether ATRL ever used it, I don't know.

It says to not report a single post/thread.
Under that it says "If you have a question regarding a [...] member, use this page to ask us for assistance." Both wall posts and personal messages have to be sent via help request because you're reporting the user for abusing the system more so than that one individual message. I think it's done that way because wall posts and PMs are unmoderated and should only be reported in extreme cases. It's probably easier to just put the person on ignore and move on.
