The theatre was supposedly a "gun free zone"... maybe that's why he picked it. Personally I would rather have a gun, than no gun, if someone was trying to kill me...
But anyways that is adifference between Germany and the US... in the United States the mentality is "look out for number one". They have more personal rights but perhaps society is less safe (maybe the NSA is trying to change this though)...
In Germany the mentality is "keep society safe". They have less personal rights in the interests of keeping society safe.
For example Germany has strict regulations on certain expression (Nazi symbols etc), strict laws around violence in video games, even insulting people can lead to large fines and lawsuits (Beleidigungsgesetz). In the US people like Neo-Nazis or Westboro Baptist Church are protected under the First Amendment for better or for worse...

Very few people die by stray bullets and those who do are usually killed in gunfights between gangs, drive-by shootings, etc. Innocent people usually die in accidents or suicide involving guns.
