ATRL doesn't allow people using proxies to join as it make it possible for people to make multiple accounts with separate IP addresses.

Is he using a proxy? He may have downloaded an extension or something to view a certain site and forgot he still had it installed. If this isn't the case, tell him to go to Control Panel > Internet Properties/Options > Connections > LAN Settings and uncheck use the box that says use a proxy. If that's not the issue, tell him to check his router configurations and make sure there is no proxy set-up.
