She doesn't actually need to follow up the hype and expectation with controversial stunts - by that point people are already watching and talking about it. If she ensured her set was jaw-drop amazing in theatrical ways rather than blood-and-queer ways, she'll be fine and get the good reaction needed. Strategic collabs would benefit too.
She would, however, inevitably get "well that was boring for her - has Gaga lost her edge" stuff. Not sure how far she could push it to satisfy those voices whilst not being off-puting. Probably a killer entrance, an iconic outfit and spectacular visuals/effects.

At first it was coming before the tour, then in the summer (?) and now within the next year. Eventually she'll just never mention it again.

It'll depend on when they have the 'right' material and when the 'right' time is. Before the tour was wrong. November or early 2015 are the logical release dates.
