I would say Janet. Her career plunged right after the 2004 Super Bowl performance. Everyone else has at least had a somewhat steady decline.

Also Madonna still has touring.

I don't consider Kylie to be a legend. Janet is borderline.

No I don't, Madonna is considered a legend my many people, but isn't seen as one by the masses and the mainstream culture. She's close though.
Sadly, she won't be considered a established legend until she dies.
The same goes for Mariah and Janet.

Oh, quality? I still use Janet the least. I've never given their discographies much of a chance tbh. Probably listened to the most Mariah (my mom stans a bit) and Kylie.

Kylie is not a legend to me. I don't know anything about how big Janet's music or impact were so I can't judge her.

Madonna and Mariah have had a lot of decline in quality, but Madonna still stays relevant with her WW tours, so the answer is Mariah (IMO).
