Lol. Honestly, peaks mean nothing, it's still multiplatinum and sold well. It didn't underperform, the fact that Gaga and Bey were huge at the time doesn't take away from the fact that the song still sold well and was a global multiplatinum smash. Plus, the Billboard rules for the videos/streaming didn't apply yet.
