Windows 8(.1) has gotten a lot better. I'd actually be fine with it on my desktop now, but I'd still like the start menu back.
I don't think it's really worth upgrading from Windows 7 for though. If you're coming from XP (maybe Vista), then 8.1 Update 1 is good. Update 2/8.2/9 will be even better.
