The only confirmation would be an adds date and there was one but it was removed and there is no adds date for it in the future..

Also i saw something from this site about how it was cancelled in the US but they were still going to release it in Europe on July 18, but they cancelled it too.

Seriously, it's not a single and if it is who gives a ****? "Blackout" is dead as far as chart-wise/public interest-wise. I still play it almost everyday in my iPod, but seriously it's over. If "BTI" couldn't be a hit by itself like "GM" and "POM", there's no point in "Radar".
