Gaga's brand is not destroyed. Despite ARTPOP's underperformance she's still has one of the most lucrative brands out there.

Gaga is still selling and doing her thing

People are doing too much on Gaga. Ashanti and Cassie would kill for her numbers now. Gaga is doing averagely, not below average. That's what shocking for most. Gaga should be doing 3x more, but it isn't like most of these girls are frequent above average album sellers either.

But monsters should recall that Gaga went from being praised, with mild pop star dislike, to being dissed on every possible forum of music there is. The fall from grace was pretty bad. She hasn't won on any front, but maybe her tour will give the era a fresh breath of air! Justin went from being known as untalented and disliked to...well the same thing. I actually think a bit more people respected him than before, but eh, it isn't like everyone was crazy in love with Bieber - just his rapid teen fans. Gaga had her fans, but she also had the praise and acclaim to back it up. ARTPOP doesn't back her up. Right now Gaga is sitting in a boat with a hole and is using ARTPOP to keep it from sinking Girl has zero support.

I feel like Bieber can make a huge comeback a la Bangerz and more people care about him than Gaga.
So I would have to say my answer is Gaga.

Did Gaga even deviate from what she said she was? No. She just became more and more focused on what kind of artist she actually wanted to be and no one could deal with non-generic music.

Gaga has done more damage to her brand. Like the saying goes all publicity is good publicity. Justin may be hated but he is at least still talked about. He is in the same state career wise that Britney had in 2007. With the right moves he can make a comeback. Gaga on the other hand, people just don't care about which is far worse, she's becoming irrelevant, and unlike Bieber time is not on her side cuz she's pushing 30.
