It's TECHNICALLY not a site that makes gifs, per say (more like a program), but I'm amazed that I'm the first person to mention kworbgif. If you don't know your way around, say, Photoshop or GIMP or (my preferred method) Premiere Pro, that program is the easiest way I can think of to make good-quality gifs.

Anyways... I use Photoshop for my avis and that's probably the best way to go BUT the best site for uploading them is definitely Minus. Fast uploads, a good amount of MB you can upload with, it's nice and easy to sort gifs into folders and all, plus I think there's even an app. It's just really efficient and I'm definitely glad that I found it. Imgur is great for stuff under 2MB, which most gifs unfortunately go over that level. I'd say Uploadir but if you want to make an avi for ATRL, you can't put a link straight from Uploadir otherwise it won't work for some reason... so Minus gives you all the ultimate benefits, pretty much.
