this is a complicated situation to understand, even for a devote Christian. ultimately what it comes down to is a bunch of factors that are out of everyone's hands and simply have to do with humans specifically. it's not that God doesn't want to do anything to help, it's that God practices giving us free will just as much as he practices punishing those deserving of a proper eternal punishment. unfortunately that also means sometimes letting bad things happen because as humans we tend to do the wrong things before considering the consequences of our actions. all in an effort to show us that if we only depend on ourselves without him, **** is going to hit the fan when we eventually become single-minded on many issues.
now, idk what the whole situation with what you're talking about is, what the family is like, who the kidnapper/murder was or whatever, but you can't just look at God's actions objectively during things like this and simply assume "if there is a God then why would he let this happen", especially if you don't even know anyone affected by the situation personally. there are reasons things like this happen that aren't always God's fault, nor should they be blamed on him because of his own policies (I say this word only cause I don't have any other word for it). God exercises our right to have free will over our lives, therefore what it comes down to is why would any person do something like this. at least that's how I see it. debtably you can bring up the fact that God is also omniscient and knows what's going to happen before we even think of it, yet he still does nothing which is a whole other debate altogether. but the statement still stands, he still wants us to understand that he isn't going to rule our lives for us and we need to learn both that it's our lives and we can't just blame him for problems that are completely avoidable if we own up to our faults and that without his help, to an extent things will just get worse for us.
some of what I said may be a bit harsh or unfair, but all in all that's how it works and I don't really know how to communicate it differently? God CAN do something about our problems, but it sort of defeats the purpose of allowing us free will if he intervened every time there was a kidnapping, school shooting, some big bad terrorist plot etc. we'd just rely on him simply because and that's not the point of being Christian or believing in God.
