Beyonce. Britney was huge early on and did have a bigger peak in the early 2000's but Beyonce's consistency is what gives her the iggest legacy. There has never really been any point from 2000 to now that Beyonce has been irrelevant as a celeberity. Even during her weakest era she was still talked about and regarded as an A-list. Britney on the other hand is barely relevant nowadays and is hardly taken seriously by anyone, people refer to her as someone who was a huge star. beyonce is still currently a huge star.

(More) people site her as an influence. And people tried to mimic Bey as well (especially after CIL and Irreplaceable).
Not to mention she has more legends acknowledge her as a legend
