You don't know So Emotional? Maybe you're not that familiar with her catalog. But if you listen to it, or at least the singles, you'll hear it was mostly that kind of dance pop and pop ballads.
IWDWS is a dance song. Whitney's voice is very soulful, but the song is dance.
It's called Dance-pop people. Every pop star has at least one Dance-pop song. Except Michael Jackson, which is kinda ironic.
Dancepop is about as wide as Pop, and Michael has multiple songs that can be described as Dancepop except they're not.
Just like Katy's Dancepop songs can be described as Deep House/Eurodance but people just call them Dancepop because like you said they are dance songs sung by a Pop artist.
