Taylor should win it. I expect Luke to win it though. Taylor should quite clearly win the ACM EOTY considering that a) she will easily get more public votes than any other contender and b) she had the biggest tour in 2013 out of all the contenders and it is not even close. I expect Luke Bryan to win because the industry will pretend that he deserves it due to selling the most records in 2013, even though Taylor did not win it last year despite having the most records sold in 2012.

I agree. As I have told before, the country music association doesn't count her has country anymore and thus the result can be seen as how Taylor was not given Entertainer Of The Year in the recent years when she is actually more deserving than the others who are getting it and are 'supposedly' more country than her. They can count Kelly Clarkson as country but when Taylor gets her most acclaimed album with mixing some other genres with country, she is disband.
I don' think the votes count. Until and unless, the association doesn't wants her to win, she won't get that award even if the voting is ratio is 99999:1:1:1:1.
Taylor is trying ti return to country or else she wouldn't have made that 'ACM Consideration' video. Maybe that indicates her next album will be more country. She is also aware that country music association is not accepting her and maybe she wants to return to it.
