You're right in some respects. She has always been there. She has been on top of the music scene since 1997. Even with her underperforming album she still sold more than most it girls, pop girls, and people with what were regarded as "successful" eras.
What he/she is trying to say is that back in the day Beyonce was more like a Pink in the present, always selling more than ALMOST everyone, but she never had that much attention WW until the past few years, she is respected, but her celebrity level didn't really go up until she announced her pregnancy and well the whole 2013. She was a Pink before the past few years, she was always just there.

Where did I say pop was superior to R&B? Acutally R&B is always more acclaimed than pop music, pop music is a joke many times. As for Beyonce been the it girl in the black urban community its true, she's always been the biggest on that area, ain't nothing wrong with that. But her popularity has always been more targeted to the black community that's why she sells 80% of her albums in the US than in the rest of the world. After 2009 with IASF she went pop and started getting more popularity with the public in general, which is were she is now.

I don't understand why this even being debated. The answer is a simple, yes. And I would argue that she still is. You don't need to be selling masses of records to be the 'it' girl, the fact she is heavily respected in the industry by her peers is enough reason to certify her as the it girl. Also, she's one artist that is constantly being praised by the public, even by those who aren't a fan of her music - simply out of respect, and recognition for her undeniable talent.
