Yes, they're both teenagers but 13 and 16 are still worlds a part. Comparing them to ages older than them isn't nearly the same thing considering the fact that if you're an adult then no one WILL question because you're both old enough and mature enough and on the same level of maturity.
Firstly, they're both teenagers. So throw the comparison out. Secondly 13 is not the same as 16. They're teenagers, but their age difference still separates them mentally and physically. He still thinks like a kid, she is thinking like a teenage girl who is on her way to getting a driver's license and probably scoping out colleges soon.
Two different worlds. Two different ages. Them being teenagers has nothing to do with it.
