I don't think it's going to be any kind of surprise. It'll be announced. Available only on itunes. I don't think it'll be anyone with a huge impact either. I can see it being Bonnie McKee.

Those seem the three biggest possibilities to me. All three are working on a record now or have one ready to go, though claims have indicated Rihanna won't be releasing for a while. It could be between Gags and Madge, but the latter was very recently revealed as being in the process of working with Avicii still, while the former has an album "ready to go" that she simply "didn't care" to release yet. The evidence points most strongly to Gaga IMO, but I'm not getting my hopes up because I don't want to be disappointed if it's not her.

So, what's exactly your point? Globally Rihanna has been selling much more than Beyonce and I doubt t would be a US release only. If it is globally, Rihanna can def snatch bey's wigs. The girl has stable and great sales everywhere.

This release strategy will most likely be done by an album seller/critically acclaimed artist. Can't wait to see who.
