Just because something has a synth and a beat doesn't mean it's "EDM". "EDM" isn't a real term anyway, it's a lazy, Americanized way of referring to dance music which ignores all the distinct genres like House, Acid House, Techno, Electronica, etc.

The term didn't exist back then, but it's the same kind of music. Same tempo, same drum patterns. If that song was released today it would be considered EDM most definitely, considering country/folk songs like Hey Brother, hip hop/trap songs like Harlem Shake and soul/funk/disco songs like Get Lucky get considered "EDM" today....
Just because it's minimal, it doesn't mean it's not electronic dance music. Listen to all the deep house songs that chart in the UK, they're even more minimal than Don't You Want Me.
I agree with the last paragraph though. People should just call songs the actual genre they are.
