Regarding the whole Wendy "drag", I think we should be pleased. After all, how many celebs can name Katy, Rihanna, or Beyonce's fanbase? She was able to with ours as we're obviously the most iconic fanbase. Lots of celebs know who the monsters are

I highly doubt she'll release a new album when a video from her "old" album is just about to drop. On the other hand it would make so much sense in Gaga's world

ARTPOP was quite done in the summer of 2012 already though I think. At least she had lots of song then cause she played the album back then and her and her team posted several times how they've been listening to it.
I'm pretty sure the original plan was to release it in spring 2013 right after the tour but then she injured herself and "fixed" the album
She may have taken this long cuz she knew she wanted it to be multiple volumes and she wouldn't have time to write and record as much mid-era and during a tour + it's better to make tracklists when you know what kind of songs you end up recording and writing
