Absolutely not. 21 has sales (though not Thriller sales), but nowhere near the impacT Thriller had with MVs, and Michael's performance at Motown 25 - that level of zeitgeist hasn't been repeated since. Madge, Mariah, Britney, Gaga - all had their zeitgeist moments afterwards, all above Adele's impact and all below Michael's.

21 was impactful and was considered very musically important because of it's understated production and it's lack of reliance on sex and gimmicks.

Sales wise, yeah. In terms of impact (and I hate to use that word) not even close. The Thriller era changed the medium of the music video, created hits that are widely known thirty years later and produced some of the most iconic (another word I hate) imagery in the history of pop music. It helped bring R&B sounds into the mainstream and helped Black artists to be successful outside the disco niche

Neither's careers have gone the same at all. Adele slowly built up to her success whereas Norah's album didn't take off until after her Grammys wins. Adele already established herself without all of that.

Plus Norah was never as popular of a public figure as Adele has become. Despite the what the delusional on here think, there's interest in Adele beyond her music and she is considered to be one of the most important musicians of this current era.
