No not really. The quality of her music hasn't increased and she hasn't improved much as a performer, but that's just my opinion. I'm sure she thinks otherwise.
it seems that she has taken a step back in almost all of those aspects except for her vocals and arguably her music. I really enjoyed the album Artpop it was just handled in a messy way with lack of promotion, wrong single releases, lack of videos and far too alienating and polarizing performances.
I honestly don't know. It doesn't seem as natural so I'm inclined to say she hasn't grown...but I actually think her productions have become more experimental and I think that this is just a transition into a different phase of Lady Gaga that will see more success and confidence. She's just taking her artistic career for a test drive.

Has her dancing improved? NO
Has her voice and vocals developed? Yes
I don't understand how anyone can say that she has grown as an artist. That's just a self-drag, and a massive insult to the flawlessness that was The Fame Monster era. Heck, everything from The Fame to Born This Way was better than the ARTPOP era.
