I kept travelling the entire region trying to get it. I would locate it with the Pokédex, and I'd fly to the area it would be in, but when it was there, I'd check again and it would be gone.
I ended up just travelling all over endlessly until I ran into it by coincidence and had to do that 10 times total; then I battled it in the Sea Spirit's Den, and got it.
