The GP didn't touch RNR because they were barely even aware of it. That single had the messiest release of her career's history. As for your claim that the public appreciates ballads from every other artist, that's just not true.

Ballads flop far more than faster songs, and are therefore much riskier to release. I'm not saying ballads can't find success, but they need so much more support than midtempos and uptempos - especially if coming from a fairly irrelevant artist like Avril.
The public needs to hear a ballad a LOT to latch onto it most of the time because they aren't instantly catchy or endearing. And Epic does not have the funds to make that happen. I'd say ideally if Avril moves to a good label - she'd need to release a truly different uptempo or midtempo track as her lead, and THEN a killer ballad as a second single.
