Even Let It Go wasn't serviced, despite it being quite successful. I think they may have just been waiting for Let It Go to die down on iTunes before they release NL. Also, The Saturdays are Fascination's main priority & their new single 'Not Giving Up' is very similar to Neon Lights, which leads me to believe that they may be suppressing NL so that they aren't both competing for airplay support.

Fascination Records are the sub-label that manage Demi & her music is distributed through Polydor, who are a part of Universal Music Group.
MITUSA wasn't technically released as a single in the UK. They serviced it to radios/tv & placed an EP up for pre-order on iTunes, but then Skyscraper suddenly started smashing out of nowhere, so they cancelled all the pre-sales from the EP before it was even released, meaning that they lost a lot of potential first week sales. Also, because they'd already serviced it to radio, there was nothing they could do to stop radio/tv from playing it, so it continued to receive substantial airplay support even though it wasn't technically released
