I think Katy chose the best possible reaction. Ignoring Miley would imply that Katy is scared of her. Fighting back would lead into an embarrassing feud and Katy is not the person for embarressing things she can't control herself. Her reaction calmed Miley down, probably confused her and everyone is happy like before.
