Adding illegal downloads would most likely bring back the way sales used to be due to it being the main reason album sales have suffered, but like others said they wouldn't make money, which goes to their income lowering then goes to not being able to afford good producers, which will go to have sucky music, and the cycle goes on and on.

I say reduce the price of the CDs, consider the live steamings and track the "online" downloads aka illegal ones and make a Billboard Hot 200 Albums.
Britney's "Blackout" had over a million unique logs on MTV's The Leak program. If we go back in time, those numbers would've been translated into sales. There are more people who download albums illegally than the ones who buy them. So the industry charts and success scales should become realistic and adapt to these changes.

It sounds funny though. If I were to manage the charts, I'd have done that but obviously, record labels won't encourage such move as it only promotes.. ILLEGAL DOWNLOADS != $$$
