The problem they have with that is, Apple products get popular because everyone has the same thing, and it's cool. It's "cool" to have the same thing, and the only difference is the wallpaper.
If customisation was allowed, sadly the "brand" suddenly gets cheap and the hype wares off.
The same happens with shoes like Vans or Converses. If they lose a signature look, no one cares anymore. So Apple make one default theme, and stick to it. The good thing is though with iOS 7, the colour scheme on the lock screen etc. changes depending on the wallpaper, so that's a good feature.
But they will never let you change anything until iOS products drop in sales (they aren't, infact it keeps getting bigger).
