That's because the USA has a statutory Internet Radio rate by Congress. Anyone can set up an Internet Radio station in the USA without negotiating with the music labels.

If Samsung or Apple want to have Internet Radio in UK, Germany,Japan etc...they will need to sign a license agreement with both the music labels and music publishers.
It took Spotify many years before it can expand to the USA. And to date, Spotify haven't launch in Japan yet or Canda for that matter.
