I'm gonna put it this way, Britney and Gaga and now Miley is entering that zone were it girls because they were just too controversial, Beyonce is respected that's why she dosen't get that reach, she is not polarizing, everyone loves her, sadly impact comes hand by hand with controversies, Beyonce started with that last year but never as huge as the other girls mentioned. That's the most logical reason I see for her.
Beyonce is a respected artist which is a different kind of success, she'll be a legend eventually
