The Titanic was literally the biggest movie of all time even still today. Not only that his scenes from that movie are some of the most notable scenes ever made in film. There is no excuse for him not to be nominated for that movie. He also wasn't totally unknown because he played Romeo. Regardless of him being known or unknown, he should have been nominated.

Leo has absolutely been snubbed. I stand by my opinion in saying that Leo had a better performance and deserved an Oscar against all that he has been nominated against. The fact remains that the Oscars are nothing but Hollywood politics which many insiders have said time and time again. When you look at the Titanic for example, Leo was the breakout star and was praised for it more than anyone, but did not even receive a nomination which is ridiculous. There is a reason when they played a clip of Wolf of Wall Street before announcing the awards, he got a significantly loud ovation. And if he wasn't that good millions of people wouldn't be in an uproar about him getting robbed.

Let's say J.Law was up for Best Actress this year, in a sea of Meryl Streep, Cate Blanchett, etc.. She woulda been considered a 'newbie' too, even if she won Best Supporting last year.
