Yes, it counts.
Spotify pays by "PER STREAM" metric. If it doesn't count, then the right holders will miss out on a lot of offline streams and thus revenue.

They can. It's not that hard. Just software code.
The offline streams will be totaled by the Spotify app in offline mode and the "# of streams" data will be sent once the user log in online. For example, you listen to Wake Me Up 10 times in offline mode. Spotify App keeps track of this. Once you go online, that 10 streams will be added.
I believe Spotify offline mode requires you to log in online at least once every 30 days.

I have Spotify on my Laptop,iPod,Nook,& Phone. I never use it on my laptop unless im synching files that aren't on Spotify to a Local playlist. Is there any way to see how many plays i have for a certain song or all songs?

Dark Horse: 50,856,238
Roar is streaming about 2.5 million a week worldwide on Spotify, so one more week should get Roar into the 100,000,000+ club. Dark Horse will take a little longer.

Avicii’s Wake Me Up has become the most-played song of all time on Spotify, having been streamed more than 200 million times on the platform.
The track surpasses Radioactive by Imagine Dragons, which is now the second-most played track on the service with 183 million streams.
The Avicii hit was the fastest song ever to reach the 100 million streams landmark back in September last year. It reached No.1 in all 28 Spotify markets at the time of release (the service is now available in 55).

One to watch - Ellie Goulding, Burn - 96,401,110
Burn is getting more than 2.5 million streams each week, so she will get there soon.
Not bad for a song that never made the top 10 on Billboard.
