She definitely is. Her name and brand are very famous, her antics, her weird costumes that attract everyone's attention, her voice is powerful, her ascension to fame in a matter of a month or less....she is iconic. However I feel like she is more iconic for her appearance and name than for her actual music. I might be wrong but that's how I see her.
