I live in an apartment complex, so yea, I pick her stuff up. I wouldn't want anybody stepping in it while they were out for a casual walk
In our complex somebody's dog had done their business right in front of the breezeway, and it stayed there until the rain washed it away
It was probably a stray, I couldn't imagine somebody just letting their dog go there and not picking it up.
