It's not like the US as a whole is homophobic or has a bunch of anti-gay laws, which sort of messes up the idea of the OP. Some states in the US (Well, mostly the south) are extremely homophobic. Not the entire country.
When your people are being raped, murdered, and beaten in the streets for being gay with NO repercussions for the attackers, you lose the right to say you are less homophobic. These facts are WRONG. You can donate blood if you're gay, they ****ing test it regardless of who you are. I'm pretty sure there's only a few states that you can be fired for being gay, but those are backwards hillbilly states anyway. The US remains unbothered.
It is mostly Southern states and middle America that is homophobic. The information from those articles more then primarily came from those states. Anyways, Russia is more homophobic. Simple as that.
