I don't have all of her numbers, though I thought I'd share some. She definitely deserves to be on the list.

The problem with Norah (and Mary J Blige) is that their receipts are very outdated that I don't know at which spot to rank them. I'll try searching for more up-to-date receipts. If I find some, I'll include her. If not, then I'll just wait for Billboard to update her sales.

Only two of her studio album updates are past 2012. UK Mix has further updates for CAWM, but they keep updating her with like 4k every week and it just seems so impossible
Her EPs and compilation album all sold very poorly, so I think it's safe to say she's not like 3 million+ over this number or anything. But I totally understand waiting for a Billboard update. I thought you just forget about her like I had.

I gathered receipts of Soundscan numbers from UK Mix, Pulse Music Board and the Billboard articles I found. Here are the top 24:
1) Mariah Carey (54,209,000)
2) Celine Dion (52,129,000)
3) Shania Twain (34,250,000)
4) Britney Spears (32,709,000)
5) Reba McEntire (30,118,000)
6) Madonna (29,300,000)
7) Dixie Chicks (27,200,000)
8) Enya (26,623,000)
9) Whitney Houston (24,617,000) [Outdated Receipt]
10) Cher (22,411,000)
11) Taylor Swift (22,400,000)
12) LeAnn Rimes (21,650,000)
13) Alanis Morssiette (20,658,000)
14) Faith Hill (20,105,000)
15) Janet Jackson (20,092,931)
16) Christina Aguilera (17,650,000)
17) Alicia Keys (17,020,843)
18) Destiny's Child (17,000,000)
19) TLC (15,600,000) [Outdated Receipt]
20) Pink (15,500,000)
21) Beyonce (14,720,000)
22) Carrie Underwood (14,468,000)
23) Adele (13,300,000)
24) Kelly Clarkson (12,800,000)
25) Avril Lavigne (12,200,000)
There are so many artists under 12 million, it would be hard to remember all of them and find their sales. All I know is Rihanna is at 10 million (finally). Thanks

I'm not sure about anything regarding Adele's next era, except that it will be successful (God willing). And I don't think she'll break Brit's record, even though it's far from impossible. But don't underestimate Taylor btw. She can very easily do it. I mean look at her first week sales:
Taylor Swift: 39,000
Fearless: 592,000
Speak Now: 1,047,000
Red: 1,208,917
They only get bigger I think her first week sales Increasing 111k more than Red is not impossible

2 of my favorite artists in the top 5, 4 in the top 10 and 6 in the top 20.
Also, didn't know Faith Hill + Dixie Chicks had sold that much.

Updated Taylor's numbers. On October 25, 2013, Billboard wrote that she had sold 22.4 million albums and that Red had sold 3,840,000 copies at that time. Red passed the 4 million sales mark last week, which means that another 160k copies were added to Taylor's total sales since October 25 last year. So 22.4 million + 160k= 22,560,000. Now Taylor says her goodbyes to Cher as she knocks her out of the top ten. Bye.
