If one were to discuss the future or current state of atrl in a negative light or one that is not appealing to the moderators or administrators on this site, will they be silenced?
I believe that is not listed in the "Do not" section posted on the first page of ATRL HQ:

I am failing to see where discussing this site or its future negatively is listed.
So, do you believe that ATRL members can only discuss about ATRL in HQ positively or not?
Yes, actually HQ does seem restrictive lately. But that's only because of some mods who like introduce new rules like "any future post about so/so" and you'll be threadbanned. If you don't want to hear it , why make the thread?
