I think it depends on how necessary the bump was.
If it's a month old thread about fashion icon Rita Ora eating a fresh salad, then I wouldn't bump it.
If it's a two month old news thread and there's a major breakthrough, then you can just make a new thread.
If it's a base, TV show etc. then as long as it's open you can go ahead and bump it if there's something to actually discuss.
