Because she prides herself on being a good christian girl (going to church, wearing a purity ring, etc.) and then she agrees to take a topless picture with just a sheet covering the front of her. It looks likes she just had sex and is telling the guy to call her. She should have at least waited until she was 18 or kept her clothes on. You can do artsy stuff and still not make it look like you just had sex. Not to mention she has a lot of fans that are pre-teens and younger that watch her on Disney. The main reason is Disney. She is a major Disney star and Disney stars are held to higher standards because of who their main fans are.

Plus her people were trying to put the blame on Vanity Fair. "Miley felt uncomfortable about the Vanity Fair photos." That is why Vanity Fair posted the behind the scenes pics and videos...to show that she knew exactly what she was doing.
