Ciara is just one of those unfortunate cases where people will check for her but not buy her albums. I know she has a lot of fans out there, but the stans are the only that make the effort to actually buy her albums and singles and that's what makes her look like a flop. However, Ciara was fortunate to at least have two good selling albums that have kept her name out there til this day. She's still making minor hits and I think at this point the legacy or the "brand" is what matters in the end and so far she's building it again little by little.
