It would have been under "New Releases" just like every other newly released album and single. I could understand your argument if she had one banner on iTunes, but she had every single banner, it was obviously a marketing strategy meant to promote the album. And sure it may have been her label, but Beyoncé manages herself now so obviously she had a say in the marketing of the album, just like she has a say with everything else with the album.
Are iTunes banners the same as performances, single release, and billboards? No. But are they still a form of promotion? Yes.
I'm not trying to discredit Beyoncé's surprise release or anything, but iTunes banners are definitely promo. It's just like if you were to walk into a music store. They are going to put all new albums under the "New Releases" section of the store, but not every single newly released album is going to get banners and poster plastered all over the store. It's the same with iTunes, every new single or album is put under their "New Music" section, but only certain albums are promoted with banners.
Like I said, it isn't major promotion by any means, but it is still a form of promotion. It grabs your attention, stirs interest for the album. I know all of my friends were like "Have you seen iTunes? Beyoncé is EVERYWHERE!" or something to that effect.
