Drake wanted the cover as any artist would. This was his first RS issue too and he's mad that they didn't give him the choice to back out of this issue and release another time when they decided to change who was on the cover. I think he has every right to be upset given the situation, a first Rolling Stone cover is a big deal and that's gotta be a bummer. He probably did a photoshoot and everything.
He changed it because it might have ruined his relationship with RS for another cover because they released a statement and didn't comment on whether they would have him again.

That's how I see it anyway.
