I think the UK has the same building code for wheelchair ramp as the US but I'm not sure if the code is only applicable to commercial/public buildings/spaces. Anyway, an
acceptable slope for a ramp is 1:12 ( 1 inch of rise for every foot), so a height of 1 feet would need a ramp that is 12 foot long plus you have to add in at least 60 inches of landing.
Although from the looks of it, I think the council went a bit overboard on this one. Of course I can't really judge without knowing the yard's dimensions. Still, they should have given her a design brief so she would know what she's in for.
