While this is true for the most part, I am reminded of when Natalie Portman shaved her head and really started going for androgynous looks and the public was REALLY here for it. Must be some kind of double standard somewhere along the line?

I understand where they are coming from with Miley. A woman owning her sexuality is nothing like what Miley did. A perfect example would be the difference in Beyoncé and Miley. Miley simply capitalized on something that was cool in black culture and made it her thing in pop culture, dancing on a married man at the VMAs was for attention. Does she even have any songs on her album that are sexual or sexually explicit?? Even her album title doesn't agree with the music she's releasing, only the first single would be considered a "banger". Beyoncé on the other hand has more than half of her album about sex and the videos and its classy, nothing about it came off try-hard which is why its been respected.
That's why Bey is #11 and Miley is #99. Morals play a major part in desirability and Miley doesn't have much.
No, it's because the "editorially" chose to put her there despite the votes. The list is a biased PR mess.
