Well … exactly.
Judging a book by its cover means you have a perception of something based on its packaging. Gaga is packaged as artistic therefore Bad Romance is artistic. If it was another artist's song (Britney Spears, Selena Gomez, Ke$ha, etc.) I doubt it would get the same praise artistically. I'm in no way saying that it's not artistic because obviously this "cover-judging" can go both ways. I'm just saying the article is saying something very different then the praise everyone is laying at her feet for being mentioned here. She's still relevant of course, which is why they are mentioning her.
However I will say it's hard in this case to separate Gaga's image from her art because so often they are one in the same. As a popstar, her image, looks, music videos, etc. are all as important as her songs and sometimes seemingly more important.
And by the way I LOVE how eccentric she is.
